Data Project Manager – Public Health

Organizations: Weeneebayko Area Health Authority (WAHA) Weeneebayko General Hospital and Sioux Lookout First Nation Health Authority (SLFNHA)
Status: Term full-time

The Sioux Lookout First Nations Health Authority (SLFNHA) and the Weeneebayko Area Health Authority (WAHA) have agreed to partner and work with each other on the design and implementation of a data surveillance system that will support public health initiatives for both organizations. The overall objectives of this initiative are to improve the collection, analysis, dissemination, and use of First Nations data in SLFNHA and WAHA’s regions. This initiative will work closely with the Mamow Ayahmowen: Northern Ontario Indigenous Health Information Partnership, which is a two year initiative funded through the Health Services Integration Fund of Health Canada and is made up of partners from Northeastern and Northwestern Ontario (SLFNHA, WAHA, Mamaweswen, Kenora Chiefs Advisory, Fort Frances Tribal Area Health Authority, Shibogama Health Authority, and Wabun Tribal Council), the MOHLTC, and is led by WAHA.

The Manager would provide strategic and operational oversight to the system team and organizations, to help guarantee projects are on track, reporting and accountability systems are in place, and ensure positive relations between SLFNHA and WAHA.

Qualifications:

  • Bachelor’s degree required; concentration in Public Health, Social, Biological or Health Sciences, Education, Public Administration, or related discipline
  • At least 4 years related professional experience
  • Familiarity with public health area and data surveillance and management as it applies to First Nations communities (federal and provincial understandings)
  • Management experience
  • Experience with Mustimuhw Information Solutions, Meditech and Practice Solutions, OSCAR or equivalent EHR/EMR system
  • Solid experience working with Microsoft Office Suite applications including: Word, Excel, PowerPoint and database applications
  • Excellent written and verbal communication and interpersonal skills
  • Solid presentation, organization and decision making skills
  • Sound judgment and problem-solving abilities and initiative
  • Objective and active listening skills
  • Must possess a valid driver’s Class “G” license for Ontario
  • Must provide a valid criminal reference check within a specified time frame
  • English is essential for this position
  • Ability to communicate in one of the local First Nations languages is an asset

Responsibilities:

Planning, Coordination and Strategic Oversight

  • Develop work plans, based on strategic planning sessions, to support public health initiatives between WAHA and SLFNHA
  • Coordinate and contribute to project planning, including development, implementation and monitoring of work plans, timelines, budgets, milestones and deliverables among the parties
  • Work with existing public health programs in the James and Hudson Bay region and Sioux Lookout area in order to facilitate relationships and gain a better understanding of data and surveillance needs.
  • Coordinate project activities between WAHA and SLFNHA initiatives, where appropriate to help ensure integration opportunities
  • To assist in the establishment of a sustainability plan for the WAHA-SLFNHA partnership going forward

Supervision

  • Supervise and manage departmental staff
  • Adhere to organizational policies and procedures when working with staff
  • Help ensure effective employee relations among the team and address any challenging situations that might arise
  • Ensure appropriate documentation is in place when required
  • Engage in performance appraisals (assistance with setting up employee objectives and evaluating performance)

Financial and Reporting Responsibilities

  • Monitor fiscal operations by following planned budgets, prepare budgets, monitor budgets and coordinating financial reporting when required by funder
  • Prepare activity reports to inform partnership of the status and implementation of joint initiatives
  • Review financial reports as per agreement
  • Provide reports to sites after completion of site visits detailing any action items that require follow-up or action
  • Document project activities and accomplishments among the partners
  • Respond to and write proposals for the partnership to help expand operations where appropriate

 Community Liaison and Engagement 

  • Represent WAHA-SLFNHA on working groups, task forces, and shared initiatives
  • Schedule outreach visits to engage in networking activities and information sharing
  • Outreach to band health services, health and nursing stations, and other relevant service providers to discuss partner initiatives.
  • Look for opportunities to help create regional linkages among the communities in the Sioux Lookout and Moose Factory regions
  • Liaise with the Mamow Ayahmowen Steering Committee and project staff and provide supports when needed
  • Outreach to relevant governmental, NGOs, research institutes, education parties to educate about the partnership work and identify opportunities for increased relations

Communications 

  • Write, edit, and format publications, presentations, briefing notes and reports related to partnership work
  • Conduct background research and scope discussions for new projects that the partners and communities can benefit from
  • Represent WAHA-SLFNHA in partner communications, and at meetings and conferences (if required)
  • Keep relevant parties informed about progress, milestones, potential and emerging challenges, and feedback from project partners and sponsors
  • Maintain communications with all relevant parties by attending meetings and coordinating inter-organizational functioning when needed
  • Outreach to WAHA and SLFNHA communities to communicate project outcomes
    • Provide a feedback loop to the communities (front line workers, leadership and individual members)
    • Provide feedback to HSIF Mamow Ayahmowen project partners when needed
  • Share information with WAHA and SLFNHA to help inform future directions for the project

 Research and Evaluation 

  • Aid in the development and evaluation of performance indicators to determine outcomes
  • Research and analyze project impact and strategic value to the overall partners

Cultural Integration 

  • Work to ensure that projects implemented are culturally relevant and responsive to the unique needs of the James and Hudson Bay and Sioux Lookout regions
  • Work with community systems to incorporate traditional and cultural practices where appropriate
