Lynne Innes

President and Chief Executive Officer

Lynne Innes is a proud member of Moose Cree First Nation and a life-long resident of Moosonee.

After 10 with the Weeneebayko Area Health Authority (WAHA) as a registered nurse and nurse practitioner, Lynne was named Vice President of Clinical Services and Chief Nursing Executive in the fall of 2018. In June 2019, she was appointed President and Chief Executive Officer.

Beginning her career as a registered nurse, Lynne became a nurse practitioner after completing her master’s degree in nursing and certification as a Primary Health Care Nurse Practitioner from Laurentian University. Lynne is also a Certified Health Executive with the Canadian College of Health Leaders.

In addition, Lynne serves as a board member on the Ontario Hospital Association’s Board of Directors, as a School Board Trustee with the Moosonee District Area School Board, and as the Vice Chair of the Nishnawbe Aski Nation (NAN) Health Task Force.

In her spare time, Lynne loves to be on the river, fishing and enjoying spending time with her family at their camp and coaching her kids’ hockey and soccer teams.

Jack Hutchison

Senior Vice President and Chief Operating Officer

Jack Hutchison rejoined the Weeneebayko Area Health Authority (WAHA) in January 2023 as the Senior Vice President and Chief Operating Officer. In this role he oversees Corporate Services, Human Resources, Strategy and Communications, Information Management, and Corporate Governance.

Jack’s healthcare career began in Human Resources at WAHA, where he was promoted from Manager to Vice President of Human Resources and Organizational Development in 2014. Before rejoining WAHA he served as the Vice President of People and Culture at Headwaters Health Care Centre in Orangeville, Ontario.

A proven leader, Jack specializes in developing people and performance strategies that foster patient-centered care through high-performance workplace cultures. His professional mission focuses on capacity building within organizations and communities to prioritize future patient needs. Beyond his professional commitments, Jack has been an active community member, previously serving as a municipal councilor for Moosonee.

Jack has a bachelor’s degree from Concordia University and a Master of Business Administration from the University of Fredericton’s Sandermoen School of Business. He is a Certified Human Resources Leader accredited by the Human Resources Professional Association of Ontario and is currently pursuing his Certified Health Executive designation with the Canadian College of Health Leaders.

Raised in Moosonee and Haliburton County, Jack enjoys spending quality time with his wife and children, traveling, and indulging in outdoor activities during his personal time.

Dr. Elaine Innes

Chief of Staff

Dr. Elaine Innes is the Chief of Staff at the Weeneebayko Area Health Authority (WAHA). A member of Moose Cree First Nation, Dr. Innes has been a life-long resident of Moose Factory Island.

Dr. Innes began her career as a registered nurse with what was then a federal hospital, the Weeneebayko General Hospital in Moose Factory. She also worked as a registered nurse in the First Nations community of Attawapiskat.

Dr. Innes became a certified Primary Health Care Nurse Practitioner, working in this role for many years.  She then pursued a degree in medicine, attending the Northern Ontario School of Medicine (NOSM) University where she graduated in 2013 as a family physician. 

After graduation from medical school, Dr. Innes worked in Timmins, Ontario for several years before returning home to practice family medicine full-time at WAHA in 2018. Later that same year, she was proud to accept the position of Chief of Staff with WAHA.

Dr. Innes lives in Moose Factory, and in her spare time, she enjoys hunting, fishing, and spending time on the land with her husband, their children, and grandchildren.

Sandra Kioke

Senior Vice President and Chief Nurse Executive

Sandra joined the Weeneebayko Area Health Authority (WAHA) in March 2019, as Vice President of Community Services. Shortly afterward she was appointed interim Chief Nursing Executive, eventually assuming her current role of Senior Vice President and Chief Nursing Executive in 2020. 

Sandra began her nursing career with James Bay General Hospital (now known as the Attawapiskat Hospital) in Attawapiskat and quickly learned to respect the uniqueness of the expanded clinical role for nurses in the community’s remote setting.

After completing a research-based Master of Science degree from Queen’s University in, Sandra and her family relocated to British Columbia. In B.C. she assumed many leadership positions while working in academic settings teaching nursing and community health at both the undergraduate and graduate levels. Within academia, she has participated in many small and national research teams over the years. She has also provided administrative and consultant services to rural and remote First Nations communities throughout BC and Canada’s far north, for several health service organizations.

In 2018, Sandra became a certified Primary Health Care Nurse Practitioner after graduating from Queen’s University.

Sandra strives to reach a true patient-centred care approach and support a continuous quality improvement model of care at WAHA. Her professional and personal goal is to create a work culture that values humility in service and learning through listening.

In her spare time Sandra enjoys being with her husband and their three children, travelling, and building on her commitment to be a life-long learner.
